Mr. Kamal has co-authored and participated in the drafting (as well as advocacy) efforts of numerous laws and by-laws in Palestine. In 2021, he was selected by Palestinian Prime Minister Dr. Mohammad Shtayyeh to co-author the Palestinian Companies Law. The Companies Law was passed in December 2021. In addition, Mr. Kamal participated in the drafting efforts of the Microfinance Regulations, Water Law, Commercial Agents Law, Mortgage Law, Palestinian Telecom Regulatory Commission Law, , Microfinance Companies Licensing Draft Regulations, and the Consumer Protection By-laws.
Before starting his own law firm, Mr. Kamal worked for the Palestine Investment Fund—the investment arm of the Palestinian Authority (2006-2007). During that time, he managed and led PIF’s North America investment portfolio, and also led the defense efforts of the PIF against law suits that were brought against it in U.S. courts. Between 2003-2006, Mr. Kamal worked for the United States Agency for International Development (USAID) West Bank and Gaza Mission, during which he managed and led USAID’s rule of law portfolio in the West Bank and Gaza. Mr. Kamal was the lead specialist within USAID on U.S. Government assistance to the Palestinian judiciary, public prosecution, Ministry of Justice, as well as the informal justice sector. Accordingly, he is intimately familiar with USAID and other U.S. government procedures and regulations and requirements. He also taught law at the Birzeit University School of Law between (2007) and (2009).
Mr. Kamal is a holder of a Master of Business Administration (MBA) degree from the Northwestern University Kellogg School of Management and Tel Aviv University Recannati School of Management (2016), a Master of Laws (LL.M.) degree from the University of San Francisco in California, USA (where he was enrolled in his graduate studies as a Fulbright Scholar), as well as a Bachelor of Laws (LL.B.) degree from the University of Jordan in Amman, Jordan. Mr. Kamal has been a member of the Palestinian Bar Association since 2002. He is also a senior officer of the International Bar Association (IBA).

In addition to his legal advisory work, Mr. Halayqeh was also an active member of the Kamal & Associates’ legislation team, which reviewed, commented on, and provided suggestions relating to draft laws and by-laws. He took the lead on providing opinions to the Private Sector Coordination Council Technical Unit on the Consumer Protection by-laws.
Mr. Halayqeh holds a Bachelor of Laws (LL.B.) degree from the University of Mohammad Bin Abdallah in Fes, Morocco (2006) and has been a member of the Palestinian Bar Association since 2008.

Mr. Maragha obtained his Bachelors of Law (LL.B.) degree from Birzeit University in Ramallah, Palestine (2011), and is currently enrolled in the Master of Laws (LL.M.) program at the Arab American University. Mr. Maragha has been a member of the Palestinian Bar Association since 2013.

Ms. Fawadleh is a holder of a Master of Laws (LL.M.) degree from University of Melbourne in Australia (2017), a Master of Laws (LL.M) degree in Comparative Law, Economics, and Finance from the International University College of Turin in Italy (2012), and a Bachelor of Law (LL.B.) degree from Birzeit University in Ramallah, Palestine (2011). Ms. Fawadleh has been a member of the Palestinian Bar Association since 2014.

Mr. Zarir holds a Bachelor of Laws (LL.B) degree from the Birzeit University in Ramallah, Palestine (2017). Mr. Zarir has been a member of the Palestinian Bar Association since 2019.

Prior to joining the firm, Ms. Kanaan gained international experience in intellectual property law working for an esteemed international company based in Saudi Arabia.
Ms. Kanaan holds a Bachelor of Laws (LL.B.) degree from Al Najah National University in Nablus, Palestine (2016) as well as a Master of Laws in Intellectual Properties (LL.M) from Al Najah National University in Nablus, Palestine (2021) and has been a member of the Palestinian Bar Association since 2018.

Ms. Amraish holds a Bachelor of Laws (LL.B) degree from the Birzeit University in Ramallah, Palestine (2018), where she made the honors list six times. She is also currently enrolled in a Master of Laws and Economics (LL.M) program at Birzeit University. Ms. Amraish has been a member of the Palestinian Bar Association since 2021.

Ms. Hamayel holds a Bachelor of Laws (LL.B.) degree from Birzeit University in Ramallah, Palestine and has been a member of the Palestinian Bar Association since 2021.

Ms. Khayyat holds a Bachelor of Laws (LL.B.) degree from Birzeit University in Ramallah, Palestine (2019) and has been a member of the Palestinian Bar Association since 2022.

Ms. Rabee previously worked at Kamal & Associates for three years before leaving in 2021 to complete her Master of Laws (LL.M.) degree in “International Business Law” from Maynooth University in Ireland. Ms. Rabee also holds a Bachelor of Laws (LL.B.) degree from Birzeit University (2018) and has been a member of the Palestinian Bar Association since (2020).

Ms. Al Saled holds a Bachelor of Laws (LL.B.) degree from Al Najah National University in Nablus, Palestine (2019) and has been a member of the Palestinian Bar Association since 2022.

Ms. Soufan is proficient in helping clients draft and update their internal legal documents. Additionally, Ms. Soufan assists local and international companies with the registration process in Palestine and obtaining work permits for foreign employees. She also supports in post-registration requirements. Furthermore, she offers oral and written legal opinions concerning the entities’ operations.
Prior to joining the team, Ms. Soufan gained two years of experience in litigation involving civil and criminal cases and arbitral tribunals. She also has experience in drafting laws, especially tax laws, and in implementing projects.
Ms. Soufan holds a Diploma in International Commercial Arbitration from Harvard Training College & CCA (2022), a Master’s in Law and Economics from Birzeit University (2022), and a Bachelor of Laws (LL.B.) degree from Birzeit University (2019). She has been a member of the Palestinian Bar Association since 2022.

Mohammed holds a Master of Laws (LL.M.) with a Real Estate Law Certificate from the University of Southern California, where he was awarded a scholarship and maintained a GPA of 3.66. He earned his Bachelor of Laws (LL.B.) from Birzeit University, graduating with distinction.
With strong expertise in legal drafting and research in both English and Arabic, Mohammed combines academic excellence with practical legal experience. His career highlights include managing complex real estate and land authority transactions, resolving title conflicts, advising on employment and commercial contracts, and providing legal opinions on franchise and agency agreements.
Of Counsel

From 2012 to 2025, Baha served as Electoral Legal Advisor with UNDP Tunisia, where he played a pivotal role in developing the legal frameworks for presidential, parliamentary, and local elections, and advised on complex electoral matters in Libya and Syria. His earlier career includes establishing and leading the Electoral Affairs Department at the Palestinian Central Elections Commission, lecturing in law and public administration at Birzeit University, and serving in senior advisory roles to the Palestinian Chief Justice, Minister of Planning, and Ministry of Justice. He has also held leadership positions on USAID-funded justice sector projects, where he managed multi-component teams and coordinated with ministries, donor agencies, and stakeholders.
Baha’s expertise lies in legislative drafting, institutional capacity building, and providing strategic legal counsel at the intersection of governance, policy, and electoral integrity. He is a member of the Palestinian Bar Association, an accredited legal translator, and fluent in Arabic and English with working knowledge of French. His extensive experience and cross-jurisdictional insight strengthen the firm’s capabilities in public law, governance, and complex regulatory matters, particularly in contexts requiring both legal precision and political sensitivity.
