Dr. Ammar Dwaik
Dr. Ammar Dwaik joined Kamal & Associates in 2013 as a new partner to head the Public Law and Policy Department. He is an acclaimed regional expert in election law, administrative law, constitutional law, criminal law, international human rights and cybercrimes. He is also an expert in legislative drafting, and has co-drafted several Palestinian legislations. Recently, he gave training to Palestinian parliamentarian senior staffers on legislative drafting and policy. He advises/advised several Palestinian and international governmental and other public institutions including the Palestinian Central Elections Commission (CEC), Palestinian Municipal Development Fund, the Palestinian Ministry of Higher Education-Accreditation and Quality Assurance Commission, UNDP-Sudan, International Foundation for Electoral Systems (IFES), the Carter Center, Palestinian Judicial Institute (PJI), Birzeit University Institute of Law, the Palestinian Institute for the Study of Democracy (Muwaten), among many others. He is well connected within Palestinian government circles and bureaucracy, as well as among relevant security apparatus. He currently teaches law and public policy at Birzeit University School of Law.
Dr. Al-Dwaik has a long and diverse experience in elections management, human rights, and access to justice. He is a co-founder of the Palestinian Central Elections Commission and its Chief Electoral officer from 2004-2006 during which he led the CEC executive body through the Palestinian presidential elections of 2005 and the legislative elections of 2006. Additionally he served with UNDP in Sudan as electoral specialist seconded to advise the Sudanese Elections Commission on technical electoral matters.
Dr. Al-Dwaik is an author and co-author of numerous legal studies and reports and policy papers. In addition, he drafted and co-drafted many draft laws, and by-laws, including the Palestinian Local Elections Law, the Palestinian Public Assembly Law, and the Palestinian NGOs and Public Associations Bylaw. Al-Dwaik participated, along with chief electoral officers and chief justices from several South and North countries in drafting the Accra Principles for Electoral Justice.
Dr. Dwaik obtained his Ph.D. in Public Policy and Management from Brandies University in the USA; his Master of Laws (LL.M.) degree in Law and Government from the American University in Washington D.C. in the USA; his Bachelor of Laws (LL.B.) from the Yarmouk University in Irbid/Jordan; and his Diploma in Police Science from the Police Academy in Cairo/Egypt.
Dr. Dwaik has been on leave from Kamal & Associates since 2015, as he has been selected to become the Director General of the Palestinian Independent Commission for Human Rights (ICHR).
